An ordinance approving a zoning map amendment for parcels located on State Road south of Boulder Boulevard from MU-1 rural neighborhood center to R-3 suburban density residential, and declaring an emergency.

Ordinance 76-2024

An ordinance approving a zoning map amendment for multiple parcels located on Boulder Boulevard and Quartz Avenue in the Boulder Estates subdivision from MU-1 rural neighborhood center to RM mixed density residential overlay (R-3), as more fully described and depicted herein, and declaring an emergency.

Ordinance 67-2024

An ordinance determining to proceed with the acquisition, installation, equipment, and improvement of certain public improvements in the City of Cuyahoga Falls, Ohio in cooperation with the Akron-Summit County Energy Special Improvement District, and declaring an emergency.

Ordinance 68-2024

An ordinance levying special assessments for the purpose of acquiring, installing, equipping, and improving certain public improvements in the City of Cuyahoga Falls, Ohio in cooperation with the Akron-Summit County Energy Special Improvement District; and approving an Energy Project Cooperative Agreement, a Special Assessment Agreement, and a Supplement to a Standing Payment Agreement in connection with such improvements and special assessments, and declaring an emergency.

Ordinance 74-2024

An ordinance authorizing the director of finance to enter into a contract or contracts with Wichert Insurance Services, inc. For the professional services necessary to manage the city’s risk management and insurance program and for the purchase of public entity insurance coverages, and declaring an emergency.

Sealed proposals will be received in the office of the Director of Public Service, Municipal Building, Cuyahoga Falls, Ohio, until 12:00 noon, WEDNESDAY, NOVEMBER 13, 2024, with bids being opened in Conference Room “A”, Second Floor, Municipal Building, 2310 Second Street, Cuyahoga Falls, Ohio, for the Curtis Avenue Sanitary Sewer Replacement project in the City of Cuyahoga Falls, from Myrtle Avenue to 1460 Curtis Avenue, a distance of approximately 153-feet.

Plans and proposals may be obtained in the office of the City Engineer, First Floor, Municipal Building, at Twenty Five Dollars ($25.00) per copy, with no refund. Current Specifications for the City of Cuyahoga Falls, 1976 Edition, may be obtained on the City's website, www.cityofcf.com on the Engineering Department page.

There will be a pre-bid meeting on Monday, November 4, 2024, at 2:00 p.m., in Conference Room A at the Municipal Building. Anyone interested in submitting a proposal for this project is encouraged to attend.

Bidders must use the printed forms provided therefore, as none other will be accepted. Each proposal must contain the full name of the party or parties making the same, and all parties interested therein, and must be accompanied by a bond or certified check in the sum of five percent (5%) of the total amount of the bid, on a solvent bank, as a guarantee that if the bid is accepted, a contract will be entered into. The Director of Public Service reserves the right to reject any or all bids and to waive any informality in any proposal. Bids will be received only from parties that have obtained a recorded bid set of drawings and specifications.

The successful bidder must post a Performance, Payment, Maintenance bond in the amount of one hundred percent (100%) of the total amount of the bid.

The City of Cuyahoga Falls shall apply a Local Bid Preference to this invitation as outlined in Section 181.08 of the Codified Ordinances.

Notice is hereby given that bids will be received at the office of the Mayor of the City of New Franklin electronically at www.bidexpress.com, with bids opening on November 15 , 2024 at 10:00 A.M. for furnishing the labor and material required for the City of New Franklin's SUM-Grill Road Project according to the plans, specifications, and estimates for such improvement.

The contract documents, including plans and specifications, are on file and may be examined by www.bidexpress.com. Selecting the project name will allow bidders to view the plans, the plan holder’s list and addenda.

The Contract will be awarded to the lowest and best bidder.

Bids shall be submitted on the forms provided and shall state the Unit Price or Lump Sum as indicated by the blanks provided.

Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted.

All Contractors and all subcontractors MUST be pre-qualified by ODOT in the specific work item they intend to perform.

The required contract provisions for federal-aid construction contracts contained in the ODOT LPA Template is hereby incorporated by reference. These rules and regulations shall apply to all work to be done under this contract. If any provisions of these rules and regulations conflict with any other clauses of this contract, the ODOT LPA Template shall govern. This project is funded by the Federal Highway Administration and thus all bidders shall comply with the prevailing wage rates as determined by the United States Secretary of Labor, along with other provisions included within the contract documents that are applicable to Federal-Aid projects.

Contractors shall use only the classifications and wage rates set forth in the United States Department of Labor (USDOL) wage decision found at website noted below on payrolls submitted to the District Office. Additionally, please note that the wage modification in effect at the time of the project sale date, shall be used by all contractors. This USDOL wage decision may be viewed, by accessing the United States Department of Labor (USDOL) website at: http://www.wdol.gov/dba.aspx#3.

No bidder shall be considered a responsive and responsible bidder or eligible to be awarded the contract to which this Notice applies, if the bidder is listed on the Auditor of State’s database as having a “Finding of Recovery” as that term is defined in O.R.C. 9.24.

Disadvantaged Business (DBE) Requirement. DBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as DBE’s in accordance with the TEA – 21 (1998) an 49 CFR, Part 26, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.) ”. At the beginning following the project identification the DBE goal designation is written, I.e. DBE Goal: 8%.
